Upgrade of Green Award Requirements

The Green Award Committee has adopted the Board of Expert's proposals, which have resulted in the official issue of the Green Award "Seacure for Operations 2004" and revised Appendices for Oil Tankers and Bulk Carriers.

Apart from "fine tuning" some elements, the following major changes have been made:

  • Removal of the Certification Agreement (this will speed up the administrative procedure)
  • A newly formatted Application Form (also available in electronic format on the website)
  • More transparent assessment criteria
  • More transparent Green Award Regulations
  • The introduction of the Reduced Survey Incentive Art.12.3 (Green Award Regulations).
  • The most important changes to the existing Ranking Requirements in the Appendices are applicable to elements concerning fuel oil quality testing, the sulphur content of fuel, emergency response services, mooring lines, crew training and statistics

The following elements have been added to the Appendices:

  • The introduction of the "Industry Code of Practice on Ship Recycling"
  • The ISPS ship certificate
  • The Environmental Awareness course for ship's personnel

The upgraded Green Award Requirements are valid from 1st September, 2004. New applications are subject to all new requirements.

All present certificate holders will be granted a transitional period of three months. This means that vessels and offices have the option during the transition period to be surveyed/audited and certified in accordance with the Green Award 2001 Requirements. if they do not comply sufficiently with the 2004 Requirements. After 1st December 2004, all ship surveys and office audits will be carried out and certified according to the requirements in "Seacure for Operations 2004".

The "Seacure for Operations 2004" and Appendices for Oil Tankers and Bulk Carriers are available on CD-ROM and on this website. The CD-ROM has already been sent to certificate holders, including additional copies for each Green Award certified ship. The files on this CD-ROM can be opened as a PDF-file, Word document or Excel sheet.

Progress made in Japan

Green Award is proud to announce that the first Japanese ship owner will soon be Green Award certified. The company was audited by Mr. Jan Fransen and Mrs. Karin Struijk in July and the name of the company will be officially disclosed in October.

During their visit to Japan, the Green Award auditors took the opportunity to visit several ports in Japan, Tokai University in Shizuoka Prefecture, the Ministry of Land, Infrastructure and Transport (MLIT) and the Ship and Ocean Foundation (SOF).

The ports

The visits to the ports were very interesting. The port authorities were updated on the developments within Green Award and were very interested in the development of the Green Award certificate for other ship types. Green Award is very positive regarding the likelihood of having a Japanese port 'on board'. One port is 'considering' participation. Let's keep our fingers crossed!

Tokai University

Prof. M. Shinohara arranged for a Green Award seminar at Tokai University in Shimizu city. Tokai University is a Maritime University and Mr. Jan Fransen gave a presentation on Green Award. The audience, composed of managers of shipping companies, banks and students responded enthousiastically. Remarkable were the questions by a representative from the Development Bank of Japan, which led to a discussion during which the importance of identifying 'quality owners' in relation to mortages was emphasized.

MLIT and SOF

The visits to MLIT and SOF were also very interesting. Mutual ideas for future plans were exchanged.

We would conclude that the visit to Japan was succesful, and will hopefully lead to further development of the Green Award in Japan!

Moscow

Green Award in Russia

Hans de Goeij has given a presentation on Green Award to a major shipping company in Moscow.

The presentation was also attended by a representative of the Federal Agency of Marine & Inland Water Transport of the Russian Federation. It became quite clear that the Russian Government is very serious in their attempts to increase safety and extra environmental awareness within all maritime activities both ashore and offshore. Sensitive areas such as the Baltic and the Black Sea are high on the priority list. Green Award has been invited for further talks with the Federal Agency. We are confident that within a short of time this will result in further co-operation between both organisations.

Mare Forum 2004:
"Maritime Transportation of Energy. Challenges & Opportunities."

The Mare Forum Conference 2004 will be held in St. Petersburg on 5 & 6 October 2004 and Green Award will contribute with a presentation.

The themes to be discussed in the session during which Hans de Goeij will give a presentation on Green Award are: "The need for close attention to environmental protection - The importance of "green" delivery systems - The issues of transit traffic in Baltic / Bosporus etc. - "controlling" the flow of energy".

Green Award in Riga

Recently, Green Award was represented at the Conference "City-Port in New Europe. Development & Forecast" in Riga, the capital and largest city of Latvia.

The Conference was organised by The Riga School of Management and Mr. Hans de Goeij was speaker on behalf of Green Award. It became quite clear that the Baltic States are also very much aware of the vulnerable situation in the Baltic Sea, especially with regard to the predicted increase of oil transport from the Russian Federation (Primorsk). Increased participation in the Green Award scheme in this area is considered as a positive option. The Port of Klaipeda has already joined the scheme two years ago and now neighbouring ports also realise the importance of better quality of (tanker)ships in their waters.

Green Award and Short Sea Shipping

The development of a Green Certification for Shortsea Shipping has taken another step forward (see also the Green Award news archive, 2004-1).

Our graduate student, Ms. Jacqueline Oud, finished her thesis in June of this year, after which the Dutch Maritime Network decided to financially support the project for another 6 months. As a result of this, Jacqueline Oud started working fulltime for the Green Award Foundation as of the beginning of this month as a Project Assistant.

Jacqueline Oud, together with Mr. Jan Fransen, will further develop the Green Certification for shortsea shipping towards a fully functional certificate that will only need implementation. Contact has already been made with several shipowners in order to conduct additional pilot surveys. Results from these surveys will be available in due course. Furthermore, an advisory body has been formed with the participation of several stake holders.
