JAN FRANSEN TAKES OVER THE HELM AT GREEN AWARD FOUNDATION The Green Award Committee has appointed Mr. J.A.A.J. (Jan) Fransen as Managing Director, as of 1st April 2005. Jan Fransen has taken over the helm from Mr. J.L. (Hans) de Goeij, who was Managing Director for the past 7 years. The Green Award Committee has approved the request from Hans de Goeij to step down as Managing Director after a period of 7 years at the helm of the Bureau. Mr. De Goeij will remain connected to Green Award as Advisor to the Board. Jan Fransen, 47, was involved with the set-up of the Green Award scheme in the early nineties. He served the Foundation as Certification Manager and from 2001 took on the position of Deputy Managing Director. His previous positions have included Nautical Officer and several positions at the Dutch Ministry of Transport and the Port of Rotterdam. In a statement Jan Fransen remarked: ‘The challenge of the Green Award’s second decade offers a great opportunity to build on the Green Award achievements up until now. We will continue to follow our passage plan which has been set and will add some new way points. One of our goals is to establish partnerships with other organizations in order to harmonize and minimize the number of inspections on board the vessels. And most of all: to continue to promote quality shipping." |

Paul Markides Green Award Committee member Paul Markides, Director of OCIMF, has joined the Green Award Committee. Paul Markides, a Master Mariner, has spent almost his whole career in the Oil Industry. Coming ashore in 1985 he has held a number of management positions in ExxonMobil's marine organisations. He managed the Fawley Marine Terminal in the UK, was the Marine Operations Manager of the Esso Petroleum Fleet, was Safety, Health & Environment Manager of International Marine Transportation Ltd (IMT) and most recently was Marine Manager for Mobil Oil Australia based in Melbourne. He joined OCIMF as its Director in May 2003. OCIMF (Oil Companies International Marine Forum) is a voluntary association of oil companies having an interest in the shipment and terminalling of crude oil and oil products. The mission of OCIMF is to be the foremost authority on the safe and environmentally responsible operation of oil tankers and terminals, promoting continuous improvement in standards of design and operation. Green Award is delighted that Mr. Markides is willing to make his experience available in order to contribute to the further development of Green Award. |

Arcadia Shipmanagement certified by Green Award Green Award welcomes Arcadia Shipmanagement Co. Ltd. as a new certficate holder. The Athens-based shipmanagement company was audited by two Green Award auditors over two days and fulfilled the Green Award requirements. Arcadia Shipmanagement Co. Ltd., was established in July 1998, with the take over of the management of two coated aframax tankers.
Since 1998, the company has managed a large investment plan with shipyards in South Korea under the close technical support and supervision of major classification societies. |

Japanese study on feasibility incentive scheme in Asia Recently, the Maritime Bureau of the Ministry of the Land, Infrastructure and Transport (MLIT), belonging to the Government of Japan started a study on the feasability of an Incentive Scheme in Asia. Mr. Masayuki Kawase of Japan Marine Science Inc. (JMS) was appointed by MLIT to carry out this project as a consultant. As the first part of study, an investigation of the current situation was started by a visit to the Green Award Foundation. After an explanation of the aims and procedures of Green Award, Green Award’s managing director Jan Fransen accompanied Mr. Kawase during a visit to the Port of Sullom Voe ( United Kingdom), a firm Green Award supporting port. During an interview, Capt. Dickson (General Manager, Harbour Master, Pilot Master) explained that Sullom Voe offers a financial incentive to Green Award vessels amounting to 5% of payable ship dues. This is the way the Port of Sullom Voe wishes to encourage quality tonnage to use their facilities and thereby reinforce their efforts to protect the environment. Mr. Kawase will proceed further investigation and will be interviewing parties like shipping companies, pilots and other incentive providers. Green Award was very happy to have an opportunity to meet and discuss various issues with Mr. Kawase and looks forward to the results of the study. Green Award hopes that the study may lead to the set up of an incentive scheme in Japan and Asia respectively and hopes that Green Award would be in the position to contribute to successful implementation on a cooperative basis. . |
