Japanese feasibility study on regional incentive scheme in Asia

Recently, the Maritime Bureau of the Ministry of Land, Infrastructure and Transport (MLIT), belonging to the Government of Japan started a study on the feasibility of an Incentive Scheme in Asia.

Mr. Masayuki Kawase of Japan Marine Science Inc. (JMS) was appointed by MLIT to carry out this project as a consultant. As the first part of the study, an investigation of the current situation of the Green Award scheme begun with a visit to the Green Award Foundation.

After an explanation of the aims and procedures of Green Award, Green Award’s managing director Jan Fransen accompanied Mr. Kawase during a visit to the Port of Sullom Voe ( United Kingdom), a firm Green Award supporting port.

During an interview, Capt. Dickson (General Manager, Harbour Master, Pilot Master) explained that Sullom Voe offers a financial incentive to Green Award vessels amounting to 5% of payable ship dues. This is the way the Port of Sullom Voe wishes to encourage quality tonnage to use their facilities and thereby reinforce their efforts to protect the environment.

Mr. Kawase will proceed further with the study and will be interviewing parties like shipping companies, pilots and other incentive providers.

Green Award was very happy to have an opportunity to meet and discuss various issues with Mr. Kawase and looks forward to the results of the study.Green Award hopes that the study results in recognition for quality shipping in this region. From numerous contacts and visits in Japan, Green Award has already gained recognition and hopes that participation from ports and other incentive providers will follow soon. Green Award feels confident that it can establish cooperation with a view to expanding the current scheme.



 


Green Award visits New Zealand and Australia

New Zealand and Australia will be the focus of a visit by the Green Award in September/October.

The aim is to explain the system to parties with a stake in the sound management and safe operation of ships and resultant protection of the marine environment in this region of the world. The aim is also to illustrate the advantages of quality ships to all stakeholders at both the port/ship interface and once the ship has left port.

Growth is a major factor for the Asia-Pacific region for both the long and short-term outlook. The Green Award scheme presents an opportunity for sustainable trade increases and provides a tool for managing the risks which accompany a rise in shipping, port and terminal activities.

It is our hope to initiate partnerships in this region with a view to a positive impact on the inevitable and indeed necessary trade stemming from upcoming Asian economic demand and the responding expanding export trade.
